I don't see a scenario where any country arrests Putin Tbh no matter if he had peace talks planned or not, I think Putin could stroll into Italy, France, Germany, UK, etc. Tomorrow and none would arrest him, they'd just tell him to leave the country, these countries are all still playing escalation management, they aren't going to arrest the leader of Russia which would guarantee war between them and Russia.
The ICC arrest warrant is irrelevant, they will ignore it, like they will for Netanyahu. Bigger chance that some random citizen manages to put a bullet in Putin than a country actually arresting him Tbh and that is probably the real reason why he is afraid to go, he's a coward, he can throw all the nuke threats out that he wants, he is terrified of dying.
