The Vatican is a sovereign state, Italy has no jurisdiction over it, even if it did, Italy isn't going to arrest the President of Russia (sadly) even with them being part of the ICC. We've already seen multiple countries ignore the ICC for Netanyahu and that dude is far less relevant than Putin, Türkiye is also not part of the ICC so what was the excuse for not going to Türkiye for peace talks?

While Italy has no jurisprudence over the Vatican, the Vatican doesn't have any airport or sea port to enter the country without going through Italy. As such, Italian police could arrest Putin at the airport or on the way to the Vatican if he wanted to go to visit the pope.

Meloni has also been very pro-Ukraine, even putting her allies into their place when those wanted to support Putin or tried to say something disparaging of Ukraine. As such, arresting Putin if he were to Land in Italy wouldn't be that outlandish as you seem to think.

Though to be fair, I expect this to be just another excuse of Putin, but for once, it's not entirely without merit.
