TSMC has by far and wide the best performance of all the Fabs right now, going with either Intel or Samsung would therefore be a downgrade. They did it once with Ampere and while the chips were good, they weren't exactly the most power-efficient. Considering that the 5090 is already at the limit of the 16-pin cable, going with a less efficient process would possibly mean less performance than before. So yeah, they have to go with TSMC for the foreseeable future.

That being said, they could maybe produce their Tegra chips somewhere else, those are less bound both by energy and (raster-) performance.
