Of course these cowards are hiding their faces too, if someone came up to me wearing a mask like that and said they were arresting me I'd likely not believe them at first, especially if I was living in America where even regular citizens cosplay as Gravy Seals. I'll say again, I would not be surprised if they fuck with the wrong American soon and get themselves killed.
