See, they were owned by Codemasters when they published tem on Steam. But Codemasters got bought by EA, and they didn't seem to be interested in continuing the licensing agreement with Steam...

Was to be expected, OEMs already had made the cards by then, so they had to release them.
Here's hope however that going forward the vast majority of 9060XT cards will come with 16GB VRAM.
