Some of your responses make me feel like you're just tossing out random ideas and hoping that they're relevant.

Uninhabited islands have resources that can be exported. They might not have humans permanently stationed there but they'll still be visited and owned by a country that is inhabited and governed and levies tariffs.

Why do some of these uninhabited islands have higher tariff rates than the country they are a part of?
