If you can get a 9070 at MSRP it's really not a bad deal in the current market. But you can always just wait for the market to hopefully re-adjust and expand your options.

German outlet PC Games Hardware took a 9070XT that they both over clocked AND strongly undervolted to get about 12% more performance out of the chip.

Considering how much they managed to undervolt the GPU, I suspect that there are quite some efficiency gains to be made that way.
