Is Trump halting aid to Ukraine even legal since it passed Congress budget which included aid to Ukraine? Not that it matters, I just want to know if Trump is yet again breaking the law and nobody is yet again, doing a thing about it, I think there was still a few billion allocated to Ukraine from the last budget pass so it's not Trump halting new aid but already passed aid.

Also I feel at this stage, UK and France are the only two countries not in violation of the Budapest Memorandum. The four memoranda were originally signed by four nuclear powers: Russia, the United States, the United Kingdom and France. Russia's breaking of it is clear, The United States is maybe not directly violating it (well, the economic coercion is a debatable violation) but UK and France are the only ones sticking to the security assurances they gave to Ukraine in 1994 now, America's word means nothing, even in writing.
