That isn't what Trump said at all and Rubio knows it, if America's suggestion was "Yeah, we helped Israel destroy Gaza so we will pay to restore it, fix it all for Palestinians and clean the area up, and then we'll leave" then absolutely nobody would take issue with that, but that isn't what Trump is suggesting at all, he is suggesting stealing their land, ethnically cleansing and deporting all Palestinians permanently, so that America can set up fucking hotels and resort fronts to enrich their billionaires.

Better idea: Israel and every country that helped Israel destroy Gaza helps to restore the area, then we all fuck off and leave them alone.
