The “Madagascar Plan” came from the examples of Liberia (US) and Sierra Leone (UK). 

Israel is basically the same, started as a way to get rid of the Jews in Europe with the Balfour declaration. Then after 1948 many Jews in the ME were forcibly displaced to Israel, mainly from Iraq, Yemen and Libya, by Israel's influence and because of Israel's creation with the Nakba leading to anti Jewish sentiments in surrounding countries.

Turned out real well...
