Game companies are multinational constructs, at least for major markets. So software could always be "made" locally even it is really "made" in Upper Silesia.

So tariffs are about stuff that is really moved (which also includes stuff like electricity). The US imports electricity from Canada so if Trump really wants to anger Canada with tariff penalties, lots of US people would pay the price instantly if Canada went one-on-one.

Again, Trump behaves like an 8 year old child. He doesn't care about retortion because he can siphon money at will from his devoted followers.
