The thing is, RTX 3050 kicks the living shit out of PS4 equivalent AMD PC GPUs, so even when taking it at 50%, it's still much faster than said equivalent.
What is often forgotten in this conversations is that GCN 1.0 is not very effective architecture, and it's small miracle actually what developers have been able to pull out of base PS4.
