The issue here is it's not just a PS decision. You have to get permission from the publisher in order to have the right to stream the game also. As clouding gaming becomes more and more popular with both PS and Xbox pursuing it you are going to see more and more publishersdevs requesting more money from MSPS in order to give those rights away.
This is the issue Xbox is facing right now with their own cloud gaming and why their promise to allow you stream all the games you owned was a foolish one to make. They knew they needed permission from the devspublishers to do that and I guess they just assumed everyone would give it to them no questions asked. Now you have Sega thinking of entering the subcloud streaming market as well so they'll be less incentivized to sell those rights to anyone.
It's also one of the pitfalls of MS moving to PC with a console like interface. MS does not have the rights to just move everyone's game over becuase technically they would have to give everyone PC licenses for all the games they own and MS needs permission to do that. This is why I have doubt about their PC/Hybrid console rumors I feel like the licensing situation would be hell for them.
