They are a small indie developer. It would have taken longer to get a ps4 and ps5 port out instead of only ps5 since it's the platform they started development on after they released the PC and Xbox versions. The partnership is with Sony Music Entertainment for merchandising. It is about making non-video game products like toys. It has nothing to do with Playstation. The game was announced in 2021 so they likely started development on the Xbox One and then ported it to the Series X/S. 

The Xbone and PS4 architecture is almost identical so it would require barely any time and resources porting it over from Xbone to PS4. With them being a small developer it actually makes much more sense to have it on PS4 because it's extra money. There is no good reason for it to not be on PS4.
