But I've seen people say they don't here and there, and I tried showing a friend the difference between 30 and 60 in Resident Evil 4, and he couldn't tell.

I think he didn't even understand the concept, so maybe he didn't know what he was looking for, despite me describing in what way it's smoother.
Considering that, how many casual players understand what frames per second is?

I truly don't understand how someone couldn't tell since even the difference between 60 and over 100 is big enough that just moving a mouse around feels way smoother. The first time I set my monitor to 144hz the sudden jump in smoothness with even just that was genuinely stunning.
