AMD fell fall short of their 2x efficiency claims, but it was still a bit more efficient, yes.

I'm not sure this also applies to the ULP chips and instead more at higher performance tiers.

Zen3+ also was much better when it came to performance/watt on low-power devices, hence why we didn't get a desktop version of that one. Zen4 seems to be geared much more for higher clock speeds, which isn't ideal in a handheld device.

All in all, I doubt that Z2 will be much slower than Z1 if the memory is the same - except for Raytracing. RDNA3 may not be superb when it comes to RT, but it's still quite a bit better than RDNA2 in that regard. On the other hand, battery life may be much better than on it's predecessors, so it's certainly not all bad.
