Actually, various Rep. lawmakers put in the work on looser rules inspired by COVID.  Late postmarked ballots wouldn't be counted, so everyone had to get their ass in gear to ensure every single vote was accounted for on Election Day.  

That said, it's only fair to be partially suspicious of what's potentially going on in Arizona.  Anyone in charge of voting who's unable to count 80% of a state's/district's votes in 24 hours should be immediately fired and barred from that role ever again.
