If they shifted strategy, the game would also be on Xbone, XBS consoles, PS4 as those consoles are all more powerful than Switch and can run the game too. They clearly still see Xbox as enough of a threat to not launch it on Xbox, and with PS4 my guess is that they want to incentivise people to buy the PS5 instead of keeping the PS4. Sony's business strategy clearly still is to sell consoles, and I don't know why people are saying they're moving away from that. Sony and MS are not comparable in business strategy. It's just that Switch is not a strong enough competitor to threaten Sony and the PS5 

Sony putting their first party exclusives on PC is in itself a huge shift. Selling Horizon Adventures on Switch further cements this move away from exclusivity.

The Switch is the highest selling system on the market and PS5 is unlikely to ever catch up.
