Ok, so Ukraine is allowed to fight against NK soldiers when they fight on Ukrainian ground. How nice of John Kirby.

Ukraine is at war with Russia so that NK soldiers in Russia are automatically Ukraine's enemy even if they just replace Russian soldiers on Russian ground to free up more Russian troops for Ukraine or even if they just train together in Russia.
