Looks cool (literally!), but unless you have a high-powered CPU (140W+), you can save a lot of money by just using an air cooler.

In your case with your 13700K, a water cooler with a 2x140mm or 3x120mm would be the way to go to avoid thermal throttling.

I currently have a NH-D15 Noctua, with two 140 mm fans.  I haven't seen my temps get higher than low 40s C.  Sounds like water has little to no gains, at least nothing to worry about.
