You answered your own question.

Without Hungary being in/leaving the EU/NATO, the Russian army would have set up tents in Hungary. They are basically a buffer zone (curiously what Russia wants Ukrania to be).

Seems like Hungarians have fogotten what the Russian Army did to them the last time they were there
