The thing about the Russian Federation, is that it's still a colonial empire. Their goal has been Russification for well over a century, they spend the lives of the other nationalities, particularly in the upper echelons of their society, and replace them with people from the core regions, particularly Moscow. Ukraine was one such country when it was part of the Russian Empire and the USSR. Many of those remaining regions are de-politicized after generations of dictators, and have an aversion toward caring about the politics of the country. They have a history of policies that reduce the population of the non-Russified regions, while encouraging population increase and giving all the benefits to the core (Namely Moscow) so they can actually achieve this.
