It's the gish gallop. It's how Trump debates, too, and as you said it can prove very effective if you come unprepared and try to refute each point individually.
The best way to counter it by far is to be proactive and bring up the false claims before the gish galloper can do it.
If I were in Harris's place at least that's what I'd be trying to master before the debate. Policy is secondary, almost no one watches those shitshows for policy. They're shouting matches through and through.
