Germany has used up more than the 100 Billion Euro special budget that they allocated to both Ukraine and to rearm themselves, now the legally-binding Schuldenbremse (debt brake) comes into force and stops the government from spending more money. Which means that some of the promised IRIS-T may not be sent to Ukraine as Germany literally can't afford to produce and send them.

Germany could easily afford it if they taxed the rich in a fair way. The debt brake is only an issue because it's being used in conjunction with the mantra of "no new taxes." The debt brake is a sensible policy, but letting the rich of the hook is not.
