My guess is this is like someone saying "we need courage to go forward" while another will just say courage is unnecessary as there's nothing to be afraid.
Kamala unburdened by what has been aknowledge that what has been could and should be a burden but that they'll go forward no matter what. Republican on the other hands despise being reminded that the past was not always shiny and would better like to claim there no such thing that should burden the country anyway. So attacking the slogan is a part of their history revisionism.
Or so that's how I read republicans stance on this.
