2 were out of office already, while 4 were vice presidents... of which there are only a handful vs. 50 state governors.
What I'm trying to say is---surely Newsom doesn't think his odds must be that significant looking at it that way, especially against Harris. Also realize he is very prone to attacks given all that has happened in California recently.
