And being an FPS or TPS alone doesn't guarantee success; in fact the more crowded the market the harder it is to stand out and beat the competition. And there were plenty of 7th gen new IPs that were not FPS/TPS; Bayonetta, Xenoblade, The Last Story, Assassin's Creed, Souls, Wii Sports, Nier, Motorstorm, Puppeteer, etc.

Evil within was a 27-30fps on ps4 on 360 it was solid 20fps.

All those games mentioned were very small  budgets and hardly even big hits, 8th gen changed that with God of War and fromsoftware games.

I actually played Evil Within on 360, it was not 20fps.

Almost none of those games were low budget relative to their platform, and stuff like Assassin's Creed, Wii Sports, and Souls were huge hits. And in any case neither sales nor budget changes the fact that they were significant new IPs.

For that matter, to add to the original list, throw in The Last of Us, Left 4 Dead, Dishonoured, Borderlands, Little Big Planet, Infamous, Lost Odyssey, No More Heroes, Bulletstorm, Dragon Age...
