Jumps are still massive and very impactful.

Only difference between now and the past are game engines being scalable and hardware is less unique and more common in base architecture.  

Games running on a 1000, 2000, 3000 and 4000 series isn't new...  been this way for a long time.  Consoles are just now catching up because custom designs, like the Cell, have gone away.  Consoles are basically cheap PCs.
