That already started, DirectX now already comes with DirectX Raytracing (DXR) and DirectML, so things like Upscaling and frame generation will certainly also soon be part of DirectX.

It's also btw how DirectX started out: Everybody made their own thing with early 3D accelerator cards, but that all got soon consolidated into DirectX (still mostly called Direct3D at the time despite that only being a component of DirectX) - except for 3DFX, who continued to use Glide, a simplified version of OpenGL.
