You'd need the signatures of a majority of the House. Doable, but a bit more politically risky for Rs than just voting for it.

So, assuming Democrats will threaten Mike with that and Mike will either cave or refuse to budge, then Democrats have to take a risk in hoping they receive a majority and Mike will have to take the risk in possibly losing that which would be an utter embarrassment for him too. Ugh. This whole thing is incredibly frustrating, every day that passes is detrimental to Ukraine and Republicans have been fucking around for weeks.
