Seems to be at about the interface between hardware and compilers, so from a software perspective, that's really low-level stuff.

Well, it's been almost 20 years since Half-Life 2 was released, so almost 20 years on Steam too... That said, I'm on my second Steam account because reasons (not cheating and not account theft). Also, can't really help you with your laptop question, sorry.
