It probably isnt a budget issue.
Likely they are cramming in time to push out yearly releases since Pokemon has technically been a annual release series like CoD lol
Unlike CoD they dont have multiple developers making the mainline games and the spinoffs are usually ones that come out every few years and are made by smaller companies like Spike Chunsoft (Mystery Dungeon for an example).
