What's wrong with his comment? All he's trying to say is that he doesn't feel like competing with the other 2 concerning handheld gaming, but only with console gaming. It's was meant as a metephor... I think.
Remember that there were rumors about a Xbox handheld, which was so far nonsense. So basically he's saying... no... we're not working on a handheld.
