30 is indeed a Star Trek game. I realise there's multiple that could fit with the hints, but at least, it's not Bridge Crew.
27 is quite close, and again you have the right series. I played SimTown as a kid, was fun enough, but I'm looking for another 'Sim' game much more important to me.
