It's even worse than "just" stupid and retarded. It's actively misleading.
If you look closely, you'll see that the 9W chips have higher numbers than the 15W ones, implying to the customers that the weaker ones are actually the more powerful option. This could possibly actually be considered as malpractice at a court, so Intel should be very careful with those confusing naming schemes.
