Or they just do not have the bandwidth and decided to concentrate on one platform.  The thing is, a lot of these developers have to make decisions that best help them to succeed and survive because one miss and its curtains.  Some times its just not a good move to every extend yourself and fail then take a more cautious approach.  Supporting the platform with the biggest install base and keeping your team small and nimble to keep cost in check is also a smart decision as well.

Eh, they could always find a porting studio if that was an issue, there are loads of studios specializing in ports, and Xbox in particularly might even have been willing to fund a port in exchange for a Gamepass release.
