Makes sense if not, since Nintendo gamers seem to value physical more and given physical games sell on PS in Japan, there may simply not have been enough demand for one.

Online Japanese stores are selling PS4 and PS5 versions of Bomberman R2 so I'm assuming that you can find them in physical stores too.
