It would be highly unusual and a pretty large waste. You'd be clocking way below a Switch 1. At 4 nm the chip would be basically more in line with the Tegra X1, which to me would make a lot more sense.

He also seems like he's not really sure about his speculation, 2/3 things wrong by his admission and then by placing a "?" behind the other two comments.
I'm also not sure how one mixes up "Tim Drake" with "Dane Whitman" on the basis that both have a "D" in them, lol.
