The main different these newer games feature is the ability to move, attack and dodge between the cooldown period. Understanding how to approach the enemy without incuring damage is the primary focus of the combat. You can't just go in there and spam the same move over and over again. Its almost as if you have to wait your turn before you can use the move again. That being said, I haven't even got the Titan Eikon abilities yet, and I feel that I need to practice before I get good at the combat. When you think about it, cooldowns might not be turns but are still an ATB element, only in reverse.
I wonder if some people would feel like 16 'betrayed its roots' less if the Eikon powers' bar counted up instead of down. Or be more critical of FF7R or FF12 if they reverted their action bars to become like cooldowns. A lot of it is just psychological.
