It's decent compared to FF7R when you take into account that FF7R released in 2020, when PS4's install base was already over 100m, compared to 39m for PS5 when FF16 launched. But you also have to consider that FF7R wasn't a full game, and people knew it wasn't a full game, so many decided to hold off and wait to buy it on discount since FF7R is split into 3 parts. FF7R part 1 actually had fairly poor legs too, it went from 3.5m in 3 days to only 5m after 3 months, and Square has never given us any updated numbers after the 5m in 3 months, which may mean late life legs were even poorer. Even after the PS5 and PC releases for FF7R, Square still never gave us updated lifetime sales for FF7R part 1. It's different from FF15, Square gave us numbers for it after first 24 hours (5m), 1 month (6m), 3 years (8.9m) and 5.5 years (10m).

As for the FF15 vs FF16 comparison, that is less favorable for FF16. PS4 had only sold about 11m more units than PS5 when FF15 released, but FF15 shipped + sold digitally around 4.2-4.3m copies in 24 hours on PS4 alone, compared to 3m in 7 days for FF16. Xbox One version of FFXV seemingly shipped + sold digitally around 700-800k copies in the first 24 hours on an install base of about 26m consoles.
