It's pure delay tactics and Microsoft can't do anything about it because companies don't have the power to take FTC to federal court during an acquisition inquiry (yet) so they have to wait for FTC's internal court to either say "go ahead and sue them!" or to say "nah this case is a lost cause, you crazy" which FTC has the power to ignore (and has ignored that advice in the past) and finally then proceed to the federal court.

Doesn't matter, MS closing over the FTC.
