It seems to imply that after the initial feedback, the EC wanted to expand the cloud remedy to also include a right to download a game, not just to stream it.

In fact, if the cloud remedy offered to the CMA is the same one offered to the EC, MS never mentions the option to dowload the game. They only talk about a: "Streaming right granted to consumers in respect of the Eligible Games".

So, maybe the cloud remedy also includes the possibility to download the games now.

How would that even work? They'd have to be able to download their games onto Mobiles, TVs, etc, Lol.

If you can download a game to play it then it's not really Cloud streaming anymore either.

Must be for PC streaming only, and only then if you have both the PC specs and the storage space to download it. No way a smart TV or mobile phone would have specs needed to run the vast majority of Gamepass games, and Smart TV would struggle with storage space as well. Or maybe this is about Switch 2, maybe they are requiring native Switch 2 ports of ABK games with the ability to download them to Switch 2 from xCloud.
