They're including them now most likely. The Starfield showing is a separate deep-dive, rumored to be 30-40 minutes long, after the main show, which will probably be around 90 minutes long. Main show will have trailers and demos from quite alot of Xbox and Bethesda games presumably, as well some 3rd party reveals most likely (especially now that E3 is officially dead I suspect many 3rd parties will be asking Xbox to host their reveals, with the rest doing their own shows like Ubisoft, or going with Geoff Keighley's summer of gaming show, or announcing on any June Nintendo Directs or Sony State of Play shows). 

I would imagine they will for sure have some other Bethesda games there besides Starfield. Depending on how far along Redfall's 5th and 6th hero DLC's are in development, they could be announced there with release dates or windows for each of the two new heroes. If HiFi Rush is getting any DLC or expansions, it could be there. We could also possibly see the first in-game teaser or gameplay for Indiana Jones. We could get the release date for the Fallout 4 current gen ports if they aren't already released by June. Fallout 76 could have some new content announced. We could possibly get teaser trailer announces for id's next game (Quake reboot? 3rd game in the current Doom series?) and Arkane Lyon's next game (Deathloop 2?). Then there is the huge wildcard on everyone's mind, has Wolfenstein 3 secretly been in development ever since Wolfenstein Youngblood released in 2019? If it has, it could certainly be ready for an announce, with gameplay ready, 4 years later. Or was it cancelled or postponed in favor of Indiana Jones? Lastly, there is always a small chance of some Bethesda remasters or remakes being announced, various games are possible candidates there.
