I think it is a combination of several factors personally:

  1. When the leakers like Jez and Grubb first started talking about Redfall, they likened it to Dishonored with Vampires, so quite alot of people who saw those early leaks went in expecting a game like Vampyr, where you play as a Vampire complete with Dishonored like magical Vampire powers, combined with Arkane's usual flavor of immersive sim storytelling, which would have been a fantastic combination. Those people were disappointed when the game was revealed and it was a 4 player co-op thing where the vampires are the enemies rather than you playing as a Vampire.
  2. When Redfall was first trademarked by Bethesda, the Elder Scrolls fanbase thought it was going to be the subtitle for Elder Scrolls 6. Because TES 6 is rumored to be fully or at least half set in Hammerfell, which is the region of Tamriel where the Redguard race is native, people assumed that Redfall referred to to the fall of the Redguard, presumably to the Aldmeri Dominion, who had fended off the initial assault of the Aldmeri Dominion in the Skyrim timeline, but the Aldmeri seek total domination of all of Tamriel, they clearly would eventually attack Hammerfell again, so the name would have made sense for a TES 6 where Hammerfell is an active warzone between the Redguard and the Aldmeri Dominion. When it turned out that Redfall was an Arkane game, the Elder Scrolls fans were disappointed.
  3. There were alot of comments in the earlier trailers about how the writing and humor seemed very gen Z focused, which Arkane's primarily older, gen X and Millennial fanbase, found to be cringey (Saints Row reboot had much the same problem, with a primarily older fanbase that were mad because it's writing seemed to be focused on a younger audience). There were lots of comments stating that it felt like Arkane was chasing the Fortnite crowd, things like that. Here is one top comment I just found on one of the earlier trailers: "A 4 player co-op FPS game with snarky college students that say lines such as "heh, nothing personnel" and "yup, that's me". The gaming industry is so innovative!"
  4. It's initial CGI trailer reveal was on the Xbox Summer 2021 show, which people felt was too CGI trailer focused already, people wanted more gameplay reveals that year and they just weren't getting them.
  5. The playtest leaker for Redfall described it as similar to Borderlands and Left 4 Dead, which instantly turned alot of people off, as they had already feared it was like Borderlands and Left 4 Dead because of the CGI trailer. 
  6. When the gameplay was shown a year later, the graphics were fairly underwhelming, and it seemed to confirm alot of fears about the game playing like Borderlands and Left 4 Dead
