I'd actually go further to say it's more about Western society in general and *dun dun dun* the stronger prominence of Christianity.  Even though I'm keenly aware that many places in Europe quite literally embrace nudity as normal compared to here, it's still relatively tame compared to how Japan embraces these perversions.

Granted, I think Japan goes bit TOO far, and the whole old-man-highschool-girl dynamic makes me a bit sick, but there's a reason the majority of anime is focused on highschoolers or young girls in general.  And this is ironic: Japan censors the private areas.  Yet let's face it: the reason anime is even a topic here is BECAUSE the most perversions in media content can be found in... anime lmfao

The worst part of laws like the Japanese nudity one is that people avoid trying to change it cause it'll get them labeled a pervert even when it's from a freedom of expression angle.
