Well something you have to consider in these scenarios is the technical limitations of the older games. And if it was ever something that the developer wanted you to see. Since there were fixed camera angles in FF7 and RE3, I think the answer is mainly no, because the player could not point the camera in that direction even if they tried.
In other words, the developers could design the characters this way without worrying that the player would do something innaprpriate.
In RE4 it was technically possible, but I believe Ashley covers up and calls you a pervert the moment you try.
So it's possible the same thing may happen in RE4 Remake with the classic costumes. But since visuals are also much more realistic now, I can also see why that may not happen.
