The game seems to have issues other than the performance on Xbox's quality mode, lol. Completely broken on PC, plus it apparently isn't nearly as scary as the first two Dead Space games were, as the devs put too much emphasis into the action elements of the game, much like Dead Space 3.

That being said, I do think that the game running better on quality mode on PS5 is pretty inexcusable, on paper the Series X should be seeing an advantage in any ray tracing based mode, which the quality mode in Callisto Protocol is. The Series X GPU is rated at 94.9 gigatriangles per second and 379.6 gigavoxels per second in terms of ray tracing performance, while the PS5 (with it's variable GPU running at max frequency) is rated lower on both metrics, I can't find the exact number right now but as I recall, it was around 80 gigatriangles per second and 300 gigavoxels per second in raytracing performance.

If it's simply a matter of lack of optimization on Series X, due to more optimization effort being put into the PS5 version because Sony had the marketing rights, then the game should have just been delayed on all platforms until the PC and Xbox versions were up to snuff. Releasing a AAA game in December, and on the same day as 2 other big games (Midnight Suns and Need For Speed) is a pretty boneheaded move to start with, they could afford to delay it until all versions were ready for launch.
