You have to look deeper than that. At that point they were an outsource partner for licensed content. That means insultingly low budget, frsutrating dead lines, and publisher control al the way. This is the first time they've actually been able to create their own game, use their own game engine, and not have a publisher alter the direction mid way through development.
It's very rare to get quality games from licensed outsourced developers due to the inherent complications in place.
As for why most coverage is on IGN, it's an exclusivity contract. In order for HV to get the kind of publicity IGN gave them, they had to agree to use IGN as their exclusive media partner.
