If I remember correctly there certain rules for a game to be considered a player's choice, like selling a certain amount of games after a certain amount of time, of course this is only true for games that weren't selling very much anymore...
The first games from Nintendo to get a Player's Choice price could Zelda:TP, WarioWare and Super Paper Mario.
There are some non Nintendo games that already have a reduced price, I'm guessing by publishers' decisions...
