Yeah, PCGH made those tests also (calling them ECO).
While the loss in performance is quite visible in the charts, 65W is still enough for the 7950X to beat the 12900K, both in it's 125W TDP limit and stock versions.
That UHD Far Cry 6 test is severely bottlenecked by something. It's not normal that all the FPS drop from ~100 in 1440p to around a dozen in 2160p; probably needs more VRAM than the 3080 could provide.
